Before you buy Zoho Desk, settle four things: how many agents you will have, how many departments, which channels, and where your data must live. Those choose the edition, and the edition decides almost everything else. Free stops at 3 users and Express at a hard cap of 5, so a sixth agent moves the whole team to Standard, at $14 per agent per month billed annually or $20 billed monthly. Every agent sits on the same edition. Telephony, Zia's own generative AI (US, IN, AU, EU, JP and CA data centers only) and multiple departments start on Professional; SalesIQ live chat and the pre-built AI agents (US and IN data centers, for selected users) are Enterprise only. Our verdict: most teams above five agents land on Standard or Professional.
Count your agents before you count features
Every Zoho Desk edition is priced per agent per month, and one license covers one active agent. The grid below shows list prices from Zoho's pricing page, with user and department limits from Zoho's plan comparison matrix [1]. Read the user column first. It removes options faster than any feature row, and it is where an outdated pricing FAQ misleads buyers about Standard. Standard and higher have no user cap.
| Edition | Per agent a month, billed annually | Per agent a month, billed monthly | Users | Departments |
|---|---|---|---|---|
| Free | $0 a month | $0 a month | 3 | 1 |
| Express | $7 a month | $9 a month | 5, hard cap | 1 |
| Standard | $14 a month | $20 a month | Unlimited | 1 |
| Professional | $23 a month | $35 a month | Unlimited | 10 |
| Enterprise | $40 a month | $50 a month | Unlimited | 50, add-on to 500 |
The headcount rules matter more than the sticker. All agents must be on one edition, so you cannot buy two Professional seats for supervisors and keep everyone else cheaper. Deactivated or deleted agents stop counting as active, yet purchased seats stay billed until you reduce them. Seats added mid-cycle are billed prorated. Treat the seat count as a monthly admin task.
- Agents in twelve months. Expect to pass five? Express is a dead end. Five Express agents come to $35 a month billed annually; a sixth means Standard for everyone, or 6 × $14 = $84 a month billed annually.
- People who only watch tickets. Light agents view tickets and add private comments, but cannot reply or take assignments. They are an add-on from Standard at $6 per light agent per month, not offered on Free or Express. Enterprise includes 50.
- Monthly or annual. Annual is cheaper per agent on every paid edition. Monthly wins only if you might stop early: by our arithmetic, Express billed monthly beats its $84 per agent yearly commitment for up to 9 months, Standard for up to 8 months against $168 per agent a year, Professional for up to 7 months against $276 per agent a year, and Enterprise for up to 9 months against $480 per agent a year.
Per-agent pricing grows with headcount, and monthly rates run 25% to 52% above annual ones by edition; the Zoho Desk pricing breakdown covers add-ons and support plans.
Deactivated or deleted agents stop counting as active, but purchased seats are billed until you reduce the seat count.
When a Zoho Desk account moves to a lower edition or Free, workflow rules are disabled and must be re-enabled by hand.
Map your channels and departments to an edition
Write down every place customers reach you and every team that owns a queue. Then match each one to the lowest edition that carries it. This list usually settles the edition before AI or integrations enter the picture. An email-only team can stop early. A team with phones, WhatsApp and several product lines will not, and departments are the line that surprises most buyers.
- Email, web forms, social: Express covers them, with Facebook, Instagram and X for one brand. Free gets one support address and one web form, no social.
- WhatsApp and messaging: WhatsApp, Instagram DM, Messenger, Telegram, WeChat, LINE and Business Messaging live chat start on Standard. WhatsApp is not offered in the China data center, LINE not in India or China, and WeChat not in India. WhatsApp runs on prepaid IM credits at $2 per credit plus a 3% fee, non-refundable, with Meta's per-message pricing on top.
- Phone: telephony starts on Professional; multi-level IVR is Enterprise.
- Sales chat: SalesIQ live chat is Enterprise only.
- Self-service: the public knowledge base, community and ASAP widget start on Standard. Free has only an agent-only knowledge base.
- Departments: one below Professional, 10 on Professional, 50 on Enterprise. The department add-on (Enterprise only) costs $7 per department per month billed monthly or $6 billed annually, up to 500.
Departments are where budgets jump. An eleventh department forces Enterprise, and for ten agents billed annually that moves the bill from $230 a month on Professional to $400 a month on Enterprise, a $170 monthly gap. Automation climbs the same ladder: Free has no workflow rules, Express gets one workflow rule, in the ticket module only, round robin and Blueprint (one per department) start on Professional, and skill-based assignment needs Enterprise.
The region is set from your sign-up IP and decides which Zia features run. Moving later is a request to Zoho, not a setting.
Choose your AI path, then check your data center
AI here means three different things, and each depends on edition and region. Decide which one you need before comparing prices. A team that only wants reply drafts has a cheap path. A team that wants agents resolving tickets on its own does not, and its data center may rule that out entirely. Only one generative AI service can be active per organization, so you cannot run Zia and your own OpenAI key side by side.
- Express and Standard: generative features work only with your own OpenAI key, billed by OpenAI. Ticket content then goes to OpenAI under its terms, after Zoho masks specific fields.
- Professional and Enterprise: Zia's native generative AI carries no charge but runs only in the US, IN, AU, EU, JP and CA data centers. The China data center uses DeepSeek with your own key and has no Answer Bot.
- Answer Bot: starts on Standard; Zoho recommends at least 30 knowledge base articles per department.
- Enterprise only: Zia actions (US, AU, EU, CA and IN data centers, English text only), Azure OpenAI, and the pre-built Support Specialist and Resolution Expert agents, which run only in the US and IN data centers for selected users.
Separately, Zoho's pricing page lists AI agents (access to pre-built agents in its Agent Store and up to 30M free tokens a month). Those Agent Store agents are not the two Enterprise Desk agents above. On data use, Zoho's privacy policy limits AI and machine-learning use of service data to anonymized crops and organization-specific models. The Zoho Desk AI playbook walks through each feature.
Test the fit with your stack
Integrations look free until they consume API capacity. Check three numbers: daily credits, concurrent calls and webhooks. Zoho CRM sync and Marketplace extension calls draw on the same daily credits as your own scripts, and every connected app shares one concurrency limit. A busy CRM sync can starve a reporting script. Size this before you migrate.
- Zoho CRM, Jira, Slack: Standard and higher, not on Free or Express. The CRM link syncs contacts, accounts and products both ways and pauses on Free.
- Daily API credits: Free 5,000; Express 25,000 plus 100 per user; Standard 50,000 plus 250; Professional 75,000 plus 500; Enterprise 100,000 plus 1,000.
- Concurrent calls: 5 on Free, 10 on Express and Standard, 15 on Professional, 25 on Enterprise.
- Webhooks: none below Professional; 5 active there, 10 on Enterprise.
- Marketplace: public extensions need Standard, private ones Professional. Installing an app shares your name and email with its developer.
Migration help (Zwitch) comes with paid editions and runs in two phases about two weeks apart, so keep the old account and its admin seat active and ask early. Leaving Zendesk adds a deadline: Zendesk ended new API-token creation on 27 Oct 2026, and all Support API tokens stop on 30 Apr 2027. Confirm the method with Zoho first.
Settle compliance and data residency up front
Region comes first. Your data center is set at sign-up from your IP address, and masking that IP is prohibited under Zoho's Terms. Moving later is possible on request, within up to five business days, but the region also fixes which AI features you get. For regulated teams, the questions below decide whether this product belongs on the shortlist at all, before any edition math; the Zoho Desk review covers the wider security picture.
- SOC 2 and HIPAA: Zoho Desk is listed in Zoho's SOC 2 + HIPAA Type 2 report; verified admins download reports under an online NDA [2].
- Health data: Zoho's responsibility is limited to the extent it acts as a Business Associate; its HIPAA guide says a BAA template can be requested from legal@zohocorp.com. ePHI labeling starts on Professional and turns on field encryption, which is otherwise Enterprise.
- Card data: Zoho Desk is not in Zoho's PCI (SAQ-D) list or SOC 1 report. Keep card numbers out of tickets.
- Audit and testing: the audit log and up to 3 sandboxes are Enterprise only.
- GDPR: admins can request a Data Processing Addendum from legal@zohocorp.com, naming their data center.
Read the contract terms before you pay
These terms bite at the end of the year. Subscriptions renew automatically; to stop a renewal, tell Zoho at least seven days before the renewal date or downgrade to Free [3]. On an annual plan, set the reminder two weeks ahead. A price increase does not apply until your current billing cycle expires. Zoho's Terms of Service cap Zoho's liability at the higher of $1,000 or the fees paid in the prior 12 months.
- Refunds: full refund in the first 30 days of a monthly plan or 45 days of an annual one, with the account moving to the free plan; after a forgotten renewal, within five business days (monthly) or 15 days (annual) [4].
- Downgrades: an annual plan cut mid-term earns a credit as a subscription extension, not cash. Workflow rules are disabled and must be re-enabled by hand.
- Exit: export first. Module export handles 50,000 records per export, and Standard and up add one full backup a month for the primary contact. Zoho deletes data from live systems within about six months and from backups three months later.
The 15-day trial covers any paid edition with no card, and you can switch editions during it; if you do not buy, the account moves to Free.

The bottom line
Run the checks in order and the edition picks itself. Headcount rules out Free and Express past five agents. Departments, phones and native Zia AI (in six data centers) push you to Professional. SalesIQ chat, the pre-built agents (US and IN data centers only), audit logs and an eleventh department mean Enterprise. Then confirm the data center before sign-up, because it fixes both residency and which AI you get, and diarize the seven-day renewal notice on day one. That avoids discovering a cap after migrating every ticket.
